A congressionally appointed independent panel concludes that top leaders of the U.S. Air Force ignored complaints of rape and sexual assault from female cadets at the service academy in Colorado during the past decade. The panel also criticizes the Air Force. Some victims' advocates say the probe hasn't gone far enough. NPR's Andrea Seabrook reports.
