Iraqi Minister Calls for Gradual Move Toward Self-Rule

Iraq's interim foreign minister, Hoshyar Zebari, says sovereignty should be handed over to the Iraqis as soon as possible, but in a gradual way. Iraq, he says, doesn't yet have the resources to govern itself. NPR's Robert Siegel talks with Zebari.
