Federal prosecutors ask a judge to drop terror conspiracy charges against Zacarias Moussaoui, accused of complicity in the Sept. 11 attacks. The move is a tactic to speed an appeal of a trial judge's ruling that Moussaoui has the right to interrogate al Qaeda prisoners in U.S. custody. Hear NPR's Nina Totenberg.
