A Securities and Exchange Commission staff report recommends some oversight of the $600-billion hedge fund industry. The report recommends that, among other things, hedge fund managers be required to register with the commission as investment advisers. The increasingly popular funds currently operate largely outside of government scrutiny. NPR's John Ydstie reports.
