NPR's Wade Goodwyn reports on the latest in the Texas redistricting saga. Previously, Republican plans had been stymied by the stalling tactics of the Democratic minority. The Democrats have all but conceded they are going to be ignored in his process. But what's keeping the GOP from passing its plan is the animosity among Republicans in the state Senate and Republicans in the state House.
