Former U.N. weapons inspector David Kay reports to Congress Thursday on the search for Iraqi weapons of mass destruction. In closed-door testimony, Kay is expected to tell lawmakers that Saddam Hussein pretended to have weapons of mass destruction in the months leading to the U.S. invasion of Iraq.
