For the third year in a row, refugee admissions to the United States are a fraction of pre-Sept. 11 levels, prompting advocates to call for more flexibility in the government. The State Department blames heightened security concerns for the drop and says it hopes to offer asylum to more refugees in the coming year. NPR's Jennifer Ludden reports.
