Iraq Weapons Evidence Inconclusive
Former U.N. weapons inspector David Kay tells Congress that his team is unable to find conclusive evidence that Saddam Hussein had weapons of mass destruction when the United States went to war. But Kay says the team found possible evidence of covert programs to make them. Kay's report adds to growing concern on Capitol Hill about the quality of pre-war U.S. intelligence on Iraq.
