S-CHIP Heads for Showdown

Congress and President Bush are heading for a showdown on health insurance coverage for children. The popular State Children's Health Insurance Program, or S-CHIP, expires in the next 10 days. The biggest issue is deciding where to set the income cutoff for government help. Right now states decide.
