Since the Aug. 14 power blackout, it's become clear that the nation's electricity grid needs improvement. But there's so much money at stake, and so may parties involved, no one in Congress can agree what to do. The issue is one of several holding up new energy legislation. NPR's Christopher Joyce reports.
