Restoring Kosovo's Judicial System

NPR's Liane Hansen speaks with Philip Kanning, a Minnesota judge and international co-director of the Kosovo Judicial Institute. Kanning has been working to restore a judicial system that withered under the rule of Slobodan Milosevic.
