Israel confirms plans to extend municipal services and security protection to a number of West Bank settlement outposts, which are to be dismantled under the U.S.-backed roadmap to peace. Critics say the Israeli plan amounts to an official sanction of the outposts and could threaten the peace process. NPR's Julie McCarthy reports.
