Groups Urge Status Change for North Korean Refugees

Several Korean groups in the United States and other nations are trying to change the status of North Koreans fleeing from oppression. But that may provoke China, which fears that any status change may prompt North Koreans to flood over the border into China. NPR's Jennifer Ludden reports.
