For 10 years, fishing regulators in New England have been trying to balance the competing interests of fish and fishermen. Despite stiff regulations, fish stocks of cod, haddock and other ground fish have not reach sustainable levels. Regulators are now making another effort to preserve the dwindling supply. Susan Chisholm of Maine Public Radio reports.
