Pros and Cons of Kennedy's College 'Legacy' Bill

A new bill spearheaded by Sen. Edward Kennedy (D-MA) could open the door to federal intervention in college admissions policies. Critics say the bill, which seeks to limit federal funding to schools based on their standards for admitting "legacy" students, could harm the very students it seeks to protect. Proponents say such legislation would ultimately benefit low- and middle-income families. NPR's Tavis Smiley weighs the pros and cons with Penda Hair, co-director of the Washington, D.C. Advancement Project and Terry Hartle, senior vice president of the American Council on Education.
