The dangers posed to Southern California residents by last week's wildfires have given way to the challenges of rebuilding burned homes. With some residents lacking even the most basic personal documents, getting insurance payments or federal assistance to pay for construction costs is a struggle. NPR's Mandalit del Barco reports.
