Experts Say Russia Blurs Line Between Business, Law
President Vladimir Putin came into office promising to cement the rule of law in Russia. But the arrest of the country's richest man, oil baron Mikhail Khodorkovsky, has called this commitment into question. His arrest has cast light on what legal experts say is a corrupt and arbitrary law enforcement system that lacks any real independence. NPR's Lawrence Sheets reports.
