NPR's Linda Wertheimer reports that many states across the nation are canceling presidential primaries. She speaks with Washington state Gov. Gary Locke about his state's decision not to hold a primary election this year. Wertheimer also talks with Donald Dunn, the Democratic party chairman in Utah, a state where the party decided to finance its primary after the Republican-dominated state legislature canceled the vote.
