Reporter Nancy Solomon explains how rundown neighborhoods in semi-suburban Orange, N.J., are trying to restore quality to their homes and streets. In larger urban areas, she explains, mechanisms are in place to deal with blight; not so, she says, in smaller communities where housing consists primarily of private homes. Citizens and community officials are banding together to fight the problem.
