Congressional Tactics

Host Steve Inskeep talks to Ross Baker, a historian at Rutgers University, about the historical precedents for tactics used by the Republican majority in the current 108th Congress. Last week, the Republicans managed to pass a controversial Medicare bill by using what some Democrats viewed as unfair tactics.
