Schwarzenegger Rallies Support for Fiscal Plan

California Gov. Arnold Schwarzenegger launches a statewide barnstorming tour to rally support for his plan to solve the state's fiscal woes. The plan calls for a $15-billion bond measure to pay off debt and puts a cap on future spending. He needs to win the legislature's approval by Friday to get the measures on the March ballot.
