Palestinians fail to agree on a truce offer to Israel Sunday after three days of talks, setting back Palestinian Prime Minister Ahmed Qureia's plan to jump-start the stalled "road map" plan for peace. Hamas and Islamic Jihad, which have carried out most suicide attacks against Israel, refuse to engage in a comprehensive cease-fire. Hear NPR's Craig Windham.
