Medicare Reform Bill Set for Bush's Signature

President Bush is prepared to sign a Medicare reform bill Monday. In 1988 Congress also considered major changes in Medicare. The 1988 legislation also included prescription drug benefits, but it ultimately failed. Major differences in the current Medicare bill make it unlikely it will face the same fate. NPR's Julie Rovner reports.
