Economic policymakers at the Federal Reserve decide to leave short-term rates at their lowest point in 45 years. The Dow Industrials index crosses the 10,000 mark for the first time in 18 months early Tuesday, before falling back in afternoon trading. Hear NPR's Melissa Block and NPR's Jim Zarroli.
