Both the California Senate and Assembly approve Gov. Arnold Schwarzenegger's latest proposal for fixing the state's budget crisis. Votes will be asked to approve a $15-billion bond issue to pay off debts, and a constitutional requirement to balance the budget. NPR's Ina Jaffe reports.
