The California legislature has agreed to a compromise on Gov. Arnold Schwarzenegger's budget proposals, with a March referendum to decide the issue. Schwarzenegger praises lawmakers for bi-partisan cooperation, even though some of his fellow Republicans were cool to the compromise. NPR's Ina Jaffe reports.
