The assembly of Afghan tribal leaders known as the Loya Jirga is under way outside Kabul. Those gathered will try to reach agreement on a national constitution. The meeting is held a week in which U.S. raids on remnants of the Taliban regime killed a number of civilians, including 15 children. Hear NPR's Scott Simon and NPR's Emily Harris in Kabul.
