NPR's Scott Simon talks with retired federal judge and former congressman Abner Mikva. Mr. Mikva was behind the 1971 law stipulating that "no citizen shall be imprisoned... by the United States except pursuant to an act of Congress." That law was cited this week in a federal court ruling on the case of accused terrorist Jose Padilla.
