California's Political Culture, 2003

NPR's Ina Jaffe looks back on the year in California politics and considers the factors that make the state's politics so volatile. Those steeped in the political culture say recalling the governor and replacing him with a movie star wasn't so surprising for a place that has used the ballot to settle conflicts over just about everything from taxes to immigration.
