Gov. Arnold Schwarzenegger delivers California's State of the State address Tuesday, calling for spending cuts and pushing a $15 billion bond issue. Schwarzenegger provides only a rough outline of his plans for strengthening the state's finances; details are expected Friday, when the governor releases his budget.
