Schwarzenegger to Detail Budget Plan

California Gov. Arnold Schwarzenegger presents his first budget Friday, in which he'll detail his plans for solving the state's $14 billion budget shortfall. Schwarzenegger has pledged not to raise taxes. Observers expect the governor to raise college tuition fees and to call for cuts in various state programs. Hear NPR's Ina Jaffe.
