Bush Team Revises Foreign Aid Formula

As it calls for a $5 billion boost in foreign aid, the Bush administration revises rules governing aid. One goal is to give nations who benefit an incentive to root out corrupt practices that divert aid money. Hear NPR's Scott Simon and Andrew Natsios, administrator of USAID.
