Bush Andes Policy Draws Rebuke

The Council on Foreign Relations criticizes Bush administration policy toward the Andes region of South America. The influential think tank charges that the United States has focused too much on the war on drugs, overlooking political and economic issues that have pushed the region toward crisis.
