Agencies Debate Mad Cow Testing

The discovery of a case of mad cow disease in the U.S. has convinced the government and the meat industry of the need for increased surveillance. But as NPR's Christopher Joyce reports, it's not yet clear how much testing is necessary to safeguard the food supply.
