Altria, the nation's largest tobacco company, is lobbying the U.S. Food and Drug Administration to regulate cigarette manufacturing. Competitors question Altria's motives, but anti-smoking activists want the regulation, regardless of support in the tobacco industry. NPR's Brian Naylor reports.
