NPR's Ari Shapiro reports on Georgia's attempt to reform its child welfare system. Gov. Sonny Perdue ordered a top-to-bottom overhaul of the system following the deaths of two children last summer. But with few role models and no consensus on the best way to do it, there are doubts about whether the state will succeed.
