NPR's Vicky O'Hara reports that the United Nations is preparing to send a mission to Iraq to assess the feasibility of elections to transfer power from the U.S.-led military coalition. The challenges are immense, in part because time is so short to make a decision on a formula for a transfer of power to a provisional Iraqi government.
