President Bush and Iraqi Prime Minister Nouri al-Maliki signed an agreement Monday that sets the foundation for a potential long-term U.S. troop presence in Iraq. The "declaration of principles" underlines how the U.S. and Iraq are considering their future relationship once the U.S. significantly reduces its military presence.
