U.S. Secretary of State Colin Powell is pledging $200 million to help rebuild the West African nation of Liberia. Now, attention is focusing on just how that reconstruction effort will happen. NPR's Tavis Smiley talks to Emira Woods, co-director of foreign policy at the Institute for Policy Studies.
