Army Revises Base Cohesion Rules
NPR's Michele Norris talks with retired Maj. Gen. Robert Scales, military consultant to NPR, about the changes in army policy for troops stationed at bases. The Army wants troops to stay at their first assigned base for six or seven years. It is a departure from the current practice, which usually meant frequent moves from one base to another.
