Bush Urges Curbs on Nuclear Spread

President Bush calls for new measures to stop the proliferation of nuclear weapons technology, citing the growing black market for such information. Arms-control proponents welcome his proposals, but the international community may be more skeptical. NPR's Vicky O'Hara reports.
