N.J. Agency Faulted in Starved Boys' Case
A report finds managers of New Jersey's child-protective services deserve much of the blame in the case of four boys starved by parents who adopted them out of foster care. The agency had blamed caseworkers. But Kevin Ryan, the state's child advocate, says managers failed to enforce policies designed to protect children. Nancy Solomon reports.
