Chaos Reigns in Northern Haiti

Cut off by anti-government rebellions along the country's only north-south highway, the northern part of Haiti suffers from severe fuel shortages and a lack of electricity. In the northern port of Cap-Haitien, both rebels and pro-government forces terrorize residents. Hear NPR's Martin Kaste.
