A peace agreement to end the decades-old civil war between Sudan's northern Muslim government and southern insurgents appears close. But fresh fighting between government forces and separatist Muslim rebels in western Sudan is forcing tens of thousands to flee into Chad, creating a new political and humanitarian crisis.
