A political battle is raging in Iraq for control of the Shiite holy city of Karbala. Local religious leaders are leading a campaign to hold elections for spots on the city council. But U.S. occupation authority officials, who have appointed the council members, say it is not possible to hold local elections at this time. NPR's Deborah Amos reports.
