Gov. Arnold Schwarzenegger has given California hospitals a break — he's allowing them to delay seismic upgrades mandated after the devastating Northridge earthquake.

The fixes were to have been completed by 2008. Now, the new deadline is 2020.

Hospital lobbyists argued that the costly upgrades would bankrupt the very institutions charged with saving lives. But critics say public safety is being traded for fiscal security.
