Hearings on Capitol Hill Thursday will scrutinize recent allegations of rape at recruiting parties for the University of Colorado's football program. But observers of college sports say a successful crackdown on misbehavior by college athletes won't come from politicians — it has to come from the schools themselves. NPR's Tom Goldman reports.
