Lugar Urges Shift in Nation-Building

NPR's John Ydstie talks to Sen. Richard Lugar (R-IN), the chairman of the Senate Foreign Relations Committee, about a new bill he's sponsoring that would put the State Department in charge of nation-building after future conflicts. Sen. Lugar has been critical of the Bush administration's handling of rebuilding Iraq's infrastructure.
