U.S. Secretary of State Colin Powell and British Prime Minister Tony Blair are among world dignitaries in Madrid for the state funeral for victims of the March 11 train bombings. Later, Powell and European officials will meet with Spanish prime-minister elect Jose Luis Rodriguez Zapatero to hear his foreign policy plans for Iraq and Afghanistan.
