A joint U.S.-Canadian task force concludes last August's power outage — which left millions in both countries without electricity — was entirely preventable. The task force urges lawmakers to pass stricter standards for electrical reliability. But on Capitol Hill, disagreement over a GOP-backed energy bill complicates efforts to enact the recommendations. NPR's Allison Aubrey reports.
